3 year old has tiny white bumps on both hands... please help

Hello, My son start developing tiny white bumps (cluster) on his hands, mainly in web between fingers... we went to the Dr, and she doesn't know what they were, suspecting eczema.. they are mild itchy, now the rash spread into hand/wrist... no fever or any other symptom... any advise? what...
