Q: what causes huge blood spots on leg tissue?

My 89 year-old mother has been retaining fluid.  Her legs are very swollen.  Her doctor has increased her diuretic medication.  However, she has developed large angry-looking blue/black splotches on her legs that may be blood leaking into her leg tissue.  Most unusual is that clear fluid is seeping through her left-leg tissue and pooling in her sock.   Do we need to be concerned about infection?
