Q: what causes skin tags on the side of my neck
No one know what causes skin tags exactly and anyone can get them. they are innocuous and some people will want to have them removed by a dermatologist for cosmetic/appearance reasons. I know my granfather had some and my grandmother tied little pieces of thread around their base to cut off the circulation and inevitably they would fall off - I don't consider that a safe way of removing them.
They are not dangerous.
