Bright patch on my face

I am 27and a women od color and I am geeting bright spots on my cheeks as well as some streaks. it gets worse when i am in teh sun but i always wear sunscreen. The area is smooth it is not whight just brighter then the rest of my face. What is causing this and what can I do to...
