It's tough to know exactly what it is r to offer recommendations for treatment without an examination - I'd recommend seeing a dermatologist if you are concerned and want a diagnosis and treatment.

i have the exact same thing slightly scaly red spots and one biger blotch but mine are all on one side of my thumb and lower down on the base of my thumb on the palm side (only on my left hand) i noticed them a few weeks ago after i was stung by nettles on the exact same spot , i dont think im alergic to nettles and have been stung much worse many times before all started as white spoty blotches and went within a day or so, but this kida started the same but then went red and kinda scaly (almost like excess skin but is more sore when removed) i havent touched it now for a few days and have tryed a few creams and moisturisers but its still there and slightly worse than before. best way to describe the red blotches and spots is that they look like scar tisue , very strange and have never seen it before ,its been pretty much unchangeing over the past week (no worse , no better) wtf is it and how do i fix it?

Again - most rashes are impossible to diagnose without someone seeing them in person - I recommend seeing a dermatologist or at minimum your primary care physician.

I have the exact same thing right now.  Both hands have speckled brownish red spots and no pain or itch except it is a little dry and scaly.  One hand is worse than the other too.  Did you ever find out what yours is?
