For six weeks, I thought I had sun poisoning on arm and hand, but hives and blotches won't go away.

I have had a "rash" that I had assumed was sun poisoning on my left arm following a slight sunburn.  Six weeks later, it is still there and now it is on my right as well.  It is itchy and painful, almost "hot."  It looks likes little blochy hives and gets very uncomfortable in any heat.  Most concentrated on knuckles, bottom third of  fingers and up forearms.  Should I see my doctor?
