Preparation H can "tighten and constrict" so I'm not sure if that's what you need but it's pretty safe to try;  there are gentle lightening products you might try - a dermatologist or even a trained Sephora sales person might be able to recommend some products.  You just need to make sure they are safe to put near your eyes.  Concealer might be the best answer and Cle de Paeu (expensive but amazing) and Make Up Forever have some great ones - just set them with transluscent powder.
