Is my child too young to cut out afternoon naps?

My daughter is 23 months old and recently instead of going to bed at 8pm she isn't tired enough untill around 9.30pm and then she's getting up at 6am instead of 7am. She would have took about 2 hours sleep in the afternoon so I tried to cut this down to half an hour but she still stayed up untill 9.30pm. I then tried cutting it out altogether and although she very happily went to bed at 7pm until 7am I felt so cruel trying to keep her awake when she was so exhausted. Should I just keep struggling to keep her awake during the day or what should I be doing??
