If there is a skin condition that you are concerned about, it would be best to be assessed by a physician. There are thousands of different types of skin conditions and causes, and the only way of knowing what it possibly could be is by seeing it in person. One main thing you would want to make sure it isn't, is an infection. Most times redness can mean an infection. Another common cause could be a rash. Rashes may be caused by numerous things (fungus, viruses, bacteria, etc...), sometimes they go away quickly or over time on their own. Other times, it may be best to be treated. Here is a link to information of different types and causes of Skin Rashes.
Either way, conditions of the skin (especially ones that don't go away) is best to be seen by a physician because there are so many different coditions out there. When assessed, it can be determined if it is serious or not and what the best treatment would be.
