Alex, there are all kinds of rashes that affect the breasts. I'm not familiar with any that change the breast to a blue/green color. Most breast rashes are not cancer related although two unusual forms of breast cancer--Paget's Disease of the Breast and inflammatory breast cancer--both involve rashes. Assuming that you are sure that this isn't some sort of dye from clothing or a marker in your pocket, then you should check in with a doctor if this doesn't clear up on its own within a few days.
