Thanks for posting your question. Yes, it is possible to get oral herpes (type 1 doesn't necessarily mean oral) from drinking out of the same water bottle (or cup, etc.) as someone who is infected. It is a much greater risk if the infected person is having an outbreak when you share the drink with him/her. However, the risk is still there even if the outbreak is not. It is a relatively easy virus to catch, which is why it is estimated that more than half of the population has it.
A water fountain on the other hand, I would say no. Unless you're putting your mouth on the water fountain itself, there should be no risk. But if you are putting your mouth on the water fountain, I would worry about other infections in addition to herpes. In other words, just don't put your mouth on the water fountain.
