No they're not; TENS units supply electronic stimulation to the skin that is intended to block pain signals at the site of the injury. TENS units appear to be used for kinds of pain like post-surgical pain or pains during to an injury (wound).

H-wave units involve electronic stimulation as well but use a different wave-form and are used for pain that doesn't involve overt trauma such as a wound. H-wave units are used in diabetic neuropathy, TMJ, muscle sprains, etc.
