i have tightness in my upper chest right below my neck and its not all the time just occasionally the most of the pain is in center bone of my chest. Normally happen more when i get stressed.

I advise you seeing a physician as soon as possible. Whenever there is any complaints of chest pain, especially new onset, you need to be evaluated so it can be determined if it is serious or not as serious. Heart problems can present itself in many ways, so catching it early is so important. Not to say that is what is going on with you, but you need to be evaluated to know for certain.
